The Balearic Association of National and International Real Estate Agencies (ABINI) has welcomed the fact that Manacor has become the first municipality in the Balearic Islands to grant planning permission through Urban Planning Collaborating Entities (ECU), a measure aimed at streamlining administrative procedures and reducing construction times for housing.
ABINI considers this initiative to be a turning point in municipal urban planning and an example to be followed by other local councils in the islands. ‘Administrative agility is essential for increasing the housing supply and responding to real and growing demand,’ said ABINI president Daniel Arenas.
The association points out that the implementation of public-private partnership mechanisms such as ECUs is one of the measures that ABINI has repeatedly advocated in recent years. ‘It is not a question of reducing controls, but of gaining efficiency, legal certainty and speed in procedures, while maintaining all guarantees,’ Arenas stressed.
ABINI points out that delays in granting licences have historically been one of the main bottlenecks for the promotion of both new and refurbished housing. ‘When it takes years to obtain a licence, the impact is ultimately reflected in the final price of the property. Streamlining these processes is a direct way of helping to improve access to housing,’ added the association’s president.
ABINI also values the role of the Balearic Government in promoting this tool and encourages other municipalities to follow the path initiated by Manacor. ‘It is a sensible, technical and necessary measure. The more councils that join in, the greater the positive effect on the property market as a whole and on the public,’ concluded Daniel Arenas.
